Southfields Village Parking Permit Pilot Program

Beginning on February 2, 2026, the Town is launching the Southfields Village Parking Permit Pilot Program. This pilot program will run for one year, and offers residents legal, flexible parking options while addressing ongoing challenges such as overnight infractions, blocked sidewalks, and pressure on winter operations.

This program responds directly to resident concerns about parking supply, safety, and fairness, with the goal to reduce infractions and improve access while ensuring clear, safe streets for everyone.

Permit Options & Fees

  • $70 per month
  • $350 for six months
  • $700 for one year

Each household may purchase one permit, linked to their address. Permits allow parking in designated areas beyond the 3-hour limit, including overnight (2 a.m. – 6 a.m.), except during winter operations.

Winter Operations


  • On-street parking is not allowed during snow clearing/plowing, even with a permit.
  • Vehicles left on-street during plowing may be ticketed or towed.

Terms and Conditions

By applying for, receiving, or using an on-street parking permit under the Southfields Village Parking Permit Pilot Program, the permit holder agrees to comply with the following terms and conditions.

General Conditions

  • Parking permits are non-transferable and may only be used by the vehicle to which they are assigned.
  • Only one (1) parking permit is permitted per eligible address.
  • The parking permit is valid on Town-owned roads only and does not apply to private roads or private property.
  • This parking permit does not guarantee that a parking space will be available at any time.
  • No refunds will be issued for any reason, including permit revocation, suspension, or program changes.

Compliance with By-laws and Regulations

  • The permit holder must comply at all times with the Town’s Traffic By-law and all other applicable laws.
  • A parking permit does not exempt a vehicle from compliance with posted signage, temporary restrictions, or traffic control devices.
  • The permit does not authorize parking in prohibited areas, including but not limited to fire routes, no-parking or no-stopping zones, or during temporary restrictions related to snow clearing, construction, emergencies, or special events.
  • Vehicles parked in violation of the Traffic By-law or these terms and conditions may be ticketed, towed, or otherwise enforced, notwithstanding the issuance of a permit.

Vehicle Eligibility and Condition

  • Parking permits are not issued for heavy vehicles, heavy trucks, derelict vehicles, unlicensed vehicles, immobile trailers, or abandoned vehicles.
  • All vehicles must be operable, roadworthy, licensed, and insured at all times.
  • The permit does not authorize the parking or storage of vehicles for the purpose of sale, repair, servicing, or long-term storage.

Permit Use and Administration

  • The permit must be registered in the manner prescribed by the Town.
  • Lost, damaged, or stolen permits may be replaced at the Town’s discretion and may be subject to an administrative fee.
  • The permit holder is responsible for ensuring that all information provided to the Town is accurate and up to date.

Revocation and Enforcement

  • The Town may revoke, suspend, or cancel a parking permit at any time due to non-compliance with the Traffic By-law, these terms and conditions, or based on false, misleading, or inaccurate information provided by the applicant.
  • The Town may require verification of eligibility at any time.
  • Decisions regarding the issuance, suspension, or revocation of a permit are at the Town’s discretion.

Pilot Program Disclaimer

  • This parking permit is issued as part of a pilot program.
  • The Town reserves the right to amend, modify, suspend, or discontinue the pilot program, permit eligibility, permitted locations, or these terms and conditions at any time, without notice or compensation.
  • Participation in the pilot program does not create a vested right or entitlement to continued parking privileges beyond the pilot period.

Liability

  • Vehicles are parked on Town road allowances at the owner’s risk.
  • The Town is not responsible for loss, damage, theft, or vandalism to any vehicle parked on a Town road allowance or in a Town-owned parking area, however caused.
  • By using the permit, the permit holder assumes all risks associated with on-street parking.
